Build on top of the existing Release Manager catalog, then attach the environment, local folder path, Azure resources, and diagnostics targets needed by the incident investigator.

Service, repository, and folder setup

When the shared catalog is enabled, the service name and repository URL come from Release Manager. You only maintain the SRE-specific extensions here.
